Will this game have PS4 or Xbox controller support??

The game's coming out for PC, PS4, and Xbox One, so yes, it will support their controllers.
And yes, it will (most likely) support them on PC too.
We live in the era of DRY (Don't Repeat Yourself), so the devs are extremely likely to write only 1 codebase which will then be compiled for each platform. Even if they don't honor DRY, copy-pasting console code to the PC source is trivial.
Considering pretty much every game released on both PC and Xbox 360 have supported the Xbox 360 controller on PC (a trend that continues with the Xbox One), and the same being true for games released on both PC and PS4, it would be very weird for Cyberpunk 2077 to not support them.
