Recently purchased a new gaming laptop, and thought I'd try out Cyberpunk since I've heard nothing but good things lately. PC is an Alienware M16 R1 with a R9 7845HX, 16gb RAM, and an RTX 4080 (yeah, yeah, alienware isn't great, but the price was). The game defaults to putting graphics at Raytracing Ultra and 2560x1600 resolution, but I can't play for more than 5 minutes without the game completely freezing, even at 2560x1440 and the lowest graphics settings possible. Is this just the game being shit, or is there something I can do (aside from buying yet another new PC).

Try changing your settings to medium. 2560x1440 is not the lowest graphics/resolution; try lowering it to 1080p. you're running on a RTX 4080 so you shouldn't have any problems. I am running on an RTX2060 with 32gb RAM with no problems; am able to lower my settings and get it running at the lowest at 48fps.
I'm running on the lowest graphics setting possible and it still freezes constantly. If there isn't some easy fix, I'm just going to refund it.
Try disabling cross platform saves in the gameplay options, it's worked for some people who were experiencing constant crashes.

And because you're on a laptop go into your power settings and set it to max performance when plugged in..

And get rid of GeForce experience the only thing that can do is advise you how to incorrectly set your graphics.
Are you on the latest graphics drivers from Nvidia? CDPR were very vocal in social media about the need to update your graphics drivers for Cyberpunk 2.0 update.
Yeah, I installed the new drivers when they released, it was part of what reminded me I wanted to give Cyberpunk a shot. I think that disabling the cross-platform saves fixed the issue. I did also overclock the cpu at the same time, but I doubt it was *all* about my R9 choking on the game.

*Shrug* somewhere between overclocking and turning off cross-platform saves I'm able to run it in Raytracing Low (*sigh* thanks for upping the recs to 20gb ram *after* I bought my computer CDPR) at 2560x1600.

Did you try it without raytracing? That is a huge resource hog and will overheat some laptops no doubt.
