I bought these on Steam but they are useless, The first game runs at twice the speed, there is no save option neither... the 2nd ran ok apart from some of the FMV parts and the 3rd just crashes instantly.

I know there were some fixes for some of these but I like the game to play good out the box.

Are the GOG versions any better?

I don't have your OS, so I'm not completely sure. Anyway, from the page of the the first game:

Compatibility notice: The game is incompatible with netbook hardware.

At least under Win 7 there are compatibility settings to cope with most issues, see here:

It's usually a bit easier to get GOG games running as you don't have to care about the Steam client and you can freely patch every file of the game. Still, Commandos 2+3 isn't officially supported by GOG under Win 8/8.1, as One_of_Many already said, so you can't use the 30 days money back guarantee in case it really doesn't run on your system. Though Commandos 1 is supported, so if support isn't able to help you, you can give it back.

Finally, there's still the opportunity to install a virtual machine (like VMware or VirtualBox) and install an older Windows version there if you still own one. Then install and run the game there.
