Every time I try to launch CC3 a box pops up saying that a windows feature is needed. It will not find the feature and the only option available is Skip installation of feature, if I do that the game will not start.

I seem to remember getting a similar message. Did you run the installer in administrator mode? Doing so solved my issue and CC3 rund fine. I'm running it under Win 7 Ultimate 64.

You need to install DirectPlay
