Running this on a Windows 10 PC with 12GB ram, some i7 CPU, and an R9 380x. I'm only getting about 5FPS in game, no matter what I have the graphics options set to. Also tried running it on a Windows 7 laptop with a Pentium B960 and no dedicated GPU and it actually ran a little faster.

Any idea what's going on here and how to fix it?

That totally sounds like driver problem or incompatibility. Try removing effects and/or using the integrated Intel GPU. I use that for my game and it is more than enough to run the game at its intended speed. That said, I use Linux, and have no idea how good the Intel drivers are for windows, but it is worth a try....
