I am stuck on this level. I have been and completed the four levels 11, 13, 16 and 17 but I keep on coming back to level 10.
What am I missing?

Check http://www.gog.com/forum/catacombs_pack/hub_level_tip . They explain the riddle you have to solve, and also use the map to figure out which tomb door you need to open.
