Been trying to get around this issues, kept locking up my pc and force me to restart like three times then I finally gave up. Have Wins 8.1 64bit and did run that game as admin, tried compatible with XP2SP and 95 and didn't work. Even found the Direct X 2010 from gog recommendation and didn't work either.

Does anyone know how to fix this issues?
Same problem with win 10. It appears in the list of active processus but does'nt work

Did you actually run DXSETUP.exe from the DirectX redistributable or did you just run what you downloaded?


Also, try running the game in 16-bit colour mode. This is adjusted in the Compatibility tab in the file's properties.

Someone found a solution for the Windows 10 failure to play issue.

Simply delete the winmm.dll file for the CTP2 folder.

This fixed it for me, and the game plays now. However, it might not be a solution for everyone. Please reply to let others know if this solution is working or not. Thanks!

Yeah tried that too, didn't work. Wondering if have something to do with movie theme that is missing something to make it work. Like smack video, etcs.


Just noticed my pc/video card doesn't support 800x600 resolution, so I cant use the 16bit option or even the 640x480.

Minimum setting on my pc is 1024x768. So this is odd, I had some games to switch video automatically without having to do it manually.

That is weird, I delete winmm.dll as well and still lockup my pc. Had to hit ctrl+alt+del and force to restart or reboot. Even the task manager wouldn't close it.

Well I manage to get it running, remember back in January I bought Pax Imperia game that wouldn't show the movies. So found a classic media player that will play older avi formats. When I launch Call to Power II, when it lockup, after I hit ctrl+alt+del keys to bring up the task manager. I can see support file that is related to classic media player or something and though about uninstall that classic media player. Reboot then launch Call to Power II, finally got it to work. It did show the logo movie at the beginning.

So make sure you have XP 2SP enabled too.

Yes, this worked for me. Windows 10 64bit.
Deleting winmm.dll AND setting compatibility mode to Windows XP and color depth to 16bit (~65k colors) works fine here.

Thank you so much guys, deleting this winmm.dll file worked for me with 64-bit Win 10.
And after also changing ccompatability to WinXP SP2 the intro video also now works
