I am assuming that Call to Power 1 is not coming and can't come to gog because it had Civ and Sid Meier in the title and therefore the rights are contested, right?
IANAL, but I don't see why that would matter. They couldn't name the sequel Civilization because they had only paid for the rights for one game. Since they had the rights for Civ CTP, it wouldn't make sense that they wouldn't be able to distribute it.
good, point. Still, the very fact that CTP 2 is out seems to suggest we will not see 1.

I think Port Royale II came out before I on here, so it might be possible.

Patrician III was also released before P1&2 so who knows?
Personally I don't see the point in getting no.1, I felt that CTP2 was an overall improvement making the earlier version obsolete.

True but had they bundled the two together the offer would've been more attractive to some and CtP1 does have the space aspect that CtP2 lacks.

I am not sure I remember this correctly, but didn't CTP 1 have space units and cities, removed in 2 due to balance issues. this alone would make me want both 1&2.

Opps, didn't see your comment on space. It was awesome wasn't it?

It's long time ago and my memory is waque but it was different at least. There were few problems. For one by the time you reach space age, most likely you've already left the AI's so far behind both might and tech that there's no one left to contest your space superiority and you usually have more than enough cities to really bother with it (well I usually had more than enough by sea colony tech as I always played and still play largest maps possible). I don't think I ever build more than one space city/colony in any of my playthrus. I never had that many sea colonies either, only choosing the prime resource or strategic locations.
Space (and sea) would have been more interesting aspects if AI could have kept up to that point and it would have been serious race to space (or sea). But I've yet to meet AI that can do that without at least some sort of handicap.
