I'm having this issue as well. It's almost an year from the last post on this thread and it seems that the problem hasn't been resolved yet.

Year and a half from the previous post. 3 years on from the original post about this problem and it's still broken.
End of August 162BC, game locks up.

I switched pc's a week ago and just now installed Caesar 3 on my new pc so that I could go back to see where I was able to get past the freeze glitch in the GOG version.
I managed to make it past Aug 167 BC by using an old sav file from when I used to play this game from the original CD.
The closest I could get to being a Procurator around 167 BC (where the glitch is in the GOG version), I was able to find and use an old sav file that starts in Oct 166 BC and it's playing as "Peaceful" but should get you through the 167 BC glitch.
PROCURATOR-peace0015-GOOD-FILE.sav (Oct 166 BC - Peaceful)
** You CAN rename this file and also place a copy of it in your Caesar 3 folder. I gave it this name so that I'll know where to start whenever I play the game again down the road.
NOTE: I still have many old sav files from this game from a few years ago so if you run into a glitch again, just let me know the YEAR and the POSITION (curator, etc) that you are playing so that I can test my old sav files out and try to get you close to where the game froze.
So if a Moderator will contact me via my acct email address and give me permission, I will gladly share the above file to help others.
Also note that I discovered that the GOG version of Caesar 3 is missing a few files which I found on the Original CD. I spent time comparing several files last year and I placed the missing files into my directory so they may possibly enable the game to be run without any glitches but am not sure since it's been a little over a year.
PS. I was happy to see that this game works on Windows 7 which I am now using!

Oldou Caesar 3 is an old game it need bug patch suport for the problem (not onliy i have but other ppl reported have similar problem)
Aperentliy what hapened to them hapened to me.
In Carthago m06 i whent to Dec 162 BC and what i notesed is...the game frizzes(dont nou if it min crash or not but it luck like it)
I opened task manager and se that Cr.exe is not responding(Caesar 3 as Cr.exe)
That is what hapened before i load map even 1 time as it continue to happen all the time after i load the game.Some person trayed to fix it but what worked for him didnt worked for me.

As i stated it didnt worked for me neather the think from the video that sey
1.Go to System protection
2.Advanced
3. Performance Option
4.Turn on Dep and select game that not responding then restart pc etc.
This also didnt worked for me.
I also run the game as administartor.
I didnt haved aniy problem like this in other missions from 1 to uper one beside Cartago...all of them work fine...game is fine.
If aniy help patch bug fix etc that you can provide that i can tray please send me it so i can tray fix it.

End of August 162BC, game locks up.

But to let you nou mine save file crased or frizze a bit difrentliy:)
1.GOG Caesar 3:File crased at Dec 162 CD(be noted that i moded (ceaser 3 model file)
2.CD Ceasar 3:Normal ceaser 3 model file no cange at all)i managed to get it to August 161 and then it lock up frizze and crashed and task manager sey tha the game is not responding.
Hau wird that it crashed difrentliy in C3 GOG and C3 CD game with or without moding model file...
I min there shuldnt be aniy problem on CD end but it is(unlas i used corupted c3 file that was crashing and i didnt started from CD point of...\Moded file December 162 moded gog cd August 161 CD...Wonder what make game in normal model files that make it past atlist to August 161 CD?
Strangliy i so alot of gleach as ppl are multiplaying on map towers are also acros the map as they shuldnt be,fort soldjers are at fort but there flags indicate that they are on ground not fort plas soldjer move in pleace not geting back to fort.
Creazzy isnt it ?:)

So this could be an intermittent problem or it's been patched.
If it's still crashing then you have to completely restart the map, whatever the problem is seems to be "baked in" on map generation so going back to an earlier in-map save will always result in the same crash.

Been poking around, weirdness happened.
I was able to get my crash save past the crashing point by deleting two gates in the southeast of the map (worked most of the time at least). But then what can only be described as corruption various points of the map and began to spread. Looking like a mass of birds with various unit sprites blinking in and out. When these sprites are of a unit they're r-clickable like a regular unit, they also all have the same name.
The corrupted tiles seem to be able to spread over anything and don't block movement or damage existing buildings however they do block new buildings from being placed anywhere over them.
Going to post my ramblings on it from a chat to see if anyone else has any better ideas on what the problem is. I DON'T know what I'm talking about really, I'm not a programmer or a software engineer so take it with a pinch of salt

If I were to guess I'd say there's a pathing value or something that's being stored in a memory address it's not supposed to and isn't being cleared. Then something else wants to reference what's supposed to be there and getting a value that's invalid causing the lockup. What The_Anon seyed is corect:)
I have prof that the Carthago is noulonger crashing due to me and The_Anon managed to fix the problem(atlist temporaliy not permenantliy as it will never be permenantliy fixed:)
I sended him a save files and pictures that i beated it with np:)
Fearst time i used the corupted save that was crashing and solved the crash again with The_Anons help:)
He sugested to remove things from edges as hi seyed in a coment abowe this new one and it worked:)
Next time i started Caesar 3 from the begining up the Carthago and then i applied thiseym thing i did last time and it worked but this time not a singe crash not even one:)Started normaliy and ended normaliy:)
If somebody want mine save file as prof please lend me your email or something that you think ic safe so i can send you a save file so you can se hau ic done.
