I was playing Blood 2 recently when I came upon a Howitzer. I did not have a weapon slot for it and could not pick it up. So, am I able to drop weapons?

Yes. I don't remember the default key, but you can check it in keyboard config. Be aware though that the game seems to drop the weapon right in front of you, so you're likely to pick it up again when you walk forward. Just make sure you avoid it walking into it.
