by default no...the game does not come with subtitles...there is a fan patch that adds sucha engine to the game but it requires 1 to have the cd of the game to install it.
would be nice if the dev of the patch could possibly release all his work individually for all to choose what theyd like to use and install and without the requirement of having the game on disc
but I find it unlikely thatll happen.

As always (for any wrappers\fixes\mods), make sure there is no compatibility options enabled (except adminrun). This is simple tool to check it by same author as this wrapper:
