Hello, i am level 10 at the moment just finished the fangs dungeon and keep getting you learn new hero perks.
Where is the hero perks menu. From what i read it should be available in the hero inventory section, but i still dont have it. Is it a bug and if so how to fix it?

On the hero screen (you can quickly access it by pressing "C") under each character is menu for Equipment, Perks, Skills, Combat Abilities, and Biography. Click on "Perks" and you should be able to aside perks to each character.

I think he means he has a bug same like me where there's no perks "tab" in the menu. Airship said they have a fix incoming to people that are having that problem, but don't know when.

Yeah, it was a bug for sure, the perks showed when i got the fourth member of the party before the Junk town :). It was very annoying.
