Most probably they are stored on a formerly payed account and will vanish when the contract expires.

I have downloaded the files and they seem to be fine. I think the chanche that someone altered them, making them dangerous, is very small. But if you download and use them, you do it on your own risk :) The only "totally" secure way to get the mod would, in my opinion, be to buy the game again from Steam.
If the links I provided dont work for you, just start at archive.org, choose "web" in the upper left, than "WaybackMachine" and search for blackliquidsoftware.com yourself. With Edge I had to copy the whole archive.org-link to the old forum and paste it in a new tab. By just clicking I ended on a non working side. The links to the files themselfe worked fine.

KeybdFlyer: I've been trying to find the 1.76 version of Colonial Charter for quite a while now. The BlackLiquidSoftware site appears to be gone now, though I can get the 1.55 version elsewhere. If anybody knows where v1.76 can be found, or is prepared to make their copy available, I'd be very grateful!
