i've got my team ready to kill some of those powerful wizards for loot and experience but they won't come to me. i tried to use a shield spell from Jan in docks and only 1 of them comes and warns me. but if i do spells after that in docks, promenade, slums they won't come to fight me. why they don't come? i have 3 mages all with breach spells and the secret word etc. is it because i'm only on day 6? i have to wait longer until they attack me? because i don't want to attack innocents and make people hostile - i'm playing a lawful good character
Not sure why the rest aren't showing up, but if you're concerned about alignment, shouldn't a Lawful Good pay for the license instead of murdering the peacekeepers for personal gain?

well not really concerned. when i had that quest from Anomen i'd rather kill the one who murdered his sister but i found it better to play the good side. and i can't play evil either because first the evil team would suck and i heard that if i get to minimum reputation like 0 or 1, everybody would attack me and that would screw up the whole game. i think BG2 is meant to be played by good or neutral not evil
Being evil doesn't necessarily mean always going around killing everyone Irenicus-style. Edwin is evil and he does very well in society.
If you've bribed the Cowled Wizards or you are using divine spells (Cleric/Druid) the Cowled Wizards will not spawn; it must be arcane magic. If neither of those are the problem, then state which version of the game you're using and post the contents of your weidu.log here.

no i didn't bribe and i was careful to use arcane. my version is "Baldur's Gate II: Throne of Bhaal Patch Version 26498". as for weidu.log i don't know what your talking about - there is no such file in my folder. there is a baldur.log but that's empty. i googled weidu and i understand it's something about mods? i never used mods for bg2

Ok, so vanilla BG2 (not Enhanced), and no mods. In that case try resting, move to another area and then cast again. If it still doesn't trigger the wizards, use the console and type:

SetGlobal("TOLDBYENFORCER", "GLOBAL", 1)
SetGlobal("BRIBEDCOWLED", "GLOBAL", 0)

There are only three evil party members, and none of them suck. In an evil group your reputation can be as high as 18 without any problems. You can easily keep it above the kill-on-sight levels. BG2 does a much better job of letting you play evil than BG1 did anyway.
