It's not a game or a program or anything, it's an animated short.

Was wondering what my next toon would be. Halfling ranger, here I come!
i wonder how many takes that took?
Sam: kills a giant spider again.
Frodo: gets corrupted by a magic artifact again.

It does appear unscripted.

Think again, they would have needed to sit there for 20 hours. Also, there's nothing wrong with it beeing scripted, such things always are.

The video is heavily edited. The cuts are so obvious but remember this is Swen Vincke.

This is the boss, they are probably playing the game in an unlocked state. Swen is using whatever developer access he has to skill up and skip the characters to specific parts of the game. This is the same thing he did during those Panel From Hell videos. There is no way they naturally duplicated the 'story line' from LoTR.

I would say there is some scripting, but it was still up to the guests to decide what to do, but with Swen kind of nudging them in a specific direction. (the book)

OR it is completely scripted with the guests acting along. I mean they are professional actors!!

I am like 95% sure it was all scripted, but hells, it was a highly entertaining watch anyway. XD (That shove is what Elrond should have TOTALLY done to Isildur.)
