To play with people on other platforms? i.e. other pc players such as from steam or even from things like android or iphone.

you can play people that are not on Gog but I don't know about phones... I would assume the network will be crap

Yes. It doesn't matter what platform the game is on (per se), they all interface with the BeamDog A&A server.

However, I would mention that the phone app is poorly rated, and I cannot imagine trying to do a global conflict with 100s of pieces to track on a little phone screen.

I use a PC/26" monitor and even then I can feel constrained keeping an eye on the whole world....
