When a start a old game like Arcanum: Of Steamworks and Magick Obscura my screen is a huge blur.

But when a start it on xp it works without blurs. How do fix this problem on win 7?

This sounds like a video card issue; it's unlikely Win7 by itself has anything to do with it, you'll probably have to look at the video settings in both systems to determine the cause.

Specifying your hardware configuration could help with debugging. I suggest reading these threads with similar problems described:
