The game has been moving pretty smoothly for me and then suddenly in Tarant (2000 W 0 S), my game jolts down to about 0.1 frames a second and my character barely wants to move from that spot.
Anyone ever encountered this? Anyone know of a fix?

I have been running it with the unofficial patch, the hi-res patch, windowed, and ddraw removed.
Gave it a shot and it did not seem to work.
With the "-window -doublebuffer -no3d" the visuals get very messed up.
Without the doublebuffer and no3d, it crashes on launch.
With window and just one of them, it provides the same result as before.
Not sure what the issue is. :/

Try only with "-no3d" and/or "-doublebuffer" parameters. It should look like: "C:\...\Arcanum\Arcanum.exe" -no3d -doublebuffer

Also, make sure you have "Run as administrator" checked in the game shortcut under the Compatibility tab.

That worked slightly better. Like it went from 0.1 FPS to like 0.5FPS. The difference is subtle, but noticeable.
Do you think uninstalling the unofficial and/or hi-res patches might help?

It's so weird. My character will only move one tile, despite clicking towards the edge of the screen and trying to navigate via the map just gets ignored.

What version of Windows are you using? If you use Win8, check out the following post:

As for the hi-res patch, yep, try uninstalling it and check out if it runs any better.
I'm using Windows 10.
Ok, I uninstalled the hi-res patch and ran it with the doublebuffer and no3d thing and it bumped it up to 1fps and then once I got out of that corner, the game was back at its normal speed.
Until it crashed moments later. So now I can get it to place at full speed and I'm just trying to figure out the magic combo of commands and DLLs and what not to get it to not crash. I think at this point, I should just uninstall and reinstall the game and keep my save files, and see if that works.

Glad to see you're making progress. From what I see, win10 isn't officially supported (at least at the moment) so i don't know if GOG support can help you with the crashes but reinstalling the whole game sounds a good plan and I hope you'll eventually sort out the crashes. If you succeed, don't forget to post what you've done for others to see it, in case they encounter the same issues. ;)
You could also try DDrawCompat. It should help with graphics and performance issues. Not so sure about crashes, though if they are related to graphics or multiple CPU cores, it might help with those too.

In case it doesn't help with performance in that corner you mentioned, is there a way you could send a save game to me? I wonder if I could reproduce the problem and check what could be causing it.
Reinstalled it and the same crash issue still occurs.

No improvements. If I go south, the game crashes.
I have been able to get around that area through an alley, but the game will crash around certain spots in Tarant.
If I head north, the game gets really slow.
