Oddeyedl: Does the tech thing effect magic weapons as well?
It affects the magic part of the magic weapons. All weapons have a base damage; magic weapons usually have a bonus on top of that. If the message window says for example,
D:1-10(+10), that means the weapon will do 1-10 HP damage, plus a bonus of up to +10 depending on your MA. There may be a similar range and bonus for FT (fatigue) damage as well.
High-MA weapons (such as arcane swords, etc.) will still give you some bonus, until your TA matches or exceeds the weapon's level. And the other direction can be even worse: powerful mages trying to use tech weapons can have them blow up in their faces. That's why the saying goes, "Never give a mage a gun."
Oddeyedl: Also can you trian NPC's skills like to expert and such?
Some followers will train themselves up to master, if it's been programmed into their script. (Dog comes to mind.) Other than that, the only way to train your followers is to take the Educator background.
But you can only train them in any skills you have in common (if you only know Melee, you can't teach someone bowmanship) and they'll need to reach sufficient rank to qualify for the training. You have to be an expert to train apprentices, and a master to train them to expert.
The other downside to choosing that background is that your maximum follower count goes down by one; the in-game excuse is that you're devoting more time to the ones you have. IMO the trade-off isn't worth it.
