Same issue here, I haven't found a solution yet.
However it works fine in a virtual machine running XP.
Edit: I've found out that several of my older games didn't start but generated this error message. According to various web sites it is difficult to find a reason, it might be caused by a hardware driver, corrupted system files, problems with Windows Update, UAC, Antivirus-Software, or even malware.
Instead of losing hours searching for the reason it was easier to perform a clean install of Windows 10 (which is possible after the upgrade from a previous version). Problems are gone, Anno 1602 and most of the old games run very well now.
Apart from surprisingly few games which are incompatible with Windows 10 you should be aware that executables of safedisc-protected CD games won't run. Only options in these cases are to find a copy without this protection or usage of another OS (dual boot or VM).
Edit #2: Starting from a clean Windows 10 install has led me to the solution of the Error message 0xc0000022.
When starting a few older games for the first time Windows will ask you to activate "DPLAY". I remember having done that 2-3 years ago on Windows 8.1. When upgrading to Windows 10, DPLAY will be deactivated, but due to a registry entry which isn't reverted back you won't be asked to activate it again.
SOLUTION: Go to Control Panel => Programs => Programs and Features => Turn Windows features on or off and select "DPLAY" (Legacy). After a few seconds Anno 1602 and quite a few good old games will run again. The error message "0xc0000022" is correct (access to a few Legacy DLLs is missing) but all the troubleshooting steps you find on various sites (including MS-KB) are quite misleading.
