I'm playing the game with a PS4 controller and the lock picking minigame is impossible. The game is not registering the pressure sensitivity of the triggers. It only considers the button on or off, so the pick is either fully up or down making it impossible to set the tumbler to the line, even in the tutorial.
I've played this game when it was originally released with an Xbox 360 controller and there was no problem with the sensitivity. The mini game was rather easy then.

Try adjusting the sensitivity in Option screen [KeyMapping].

Same thing happened to me when playing with PS4 controller plugged in. I fixed it by using DS4Windows which emulates the XBOX360 Controller while using the PS4. Weirdly it gets the triggers to operate properly.
