Just curious; did you build them? I rarely did as it seemed that their cost in raw materials was quite high and they tended to disappear when carriers left the city.
It costs only 10 woods, so its not that high and why the carriers are leaving your city? Just let your people happy with food and houses and you should have no prob.

You will find that late in many games, all the wood is gone and many times it isn't possible to keep everyone happy because the towns get too big. The only real way to manage this is not building houses which makes for a homeless pop.
