I think it converts mushrooms that you're still collecting to food, but keeps the stored ones as mushrooms. It's also set separately for each hall, so you might have mistakenly set it for the wrong city (speaking purely from the daft things I've managed to do in it, of course).

Thanks, that does make sense. I was getting so frustrated with them not eating what I thought was a ready supply and the manual did't help me much :)
