Have you tried running the game to see if you already have the English language installed?

AutomaticMeat: Is there seriously no way to cancel an inprogress download? I accidentally started english voiceovers/subtitles instead of my bonus armour. I can't see anyway to cancel it, so I'm going to have to download the full 900meg before I can download the file I actually want?
You could kill the process in task manager.

vohk: Call me crazy, but isn't it slightly pants-on-head-you-know-what to be showing the 'English Subtitles and Text' and 'English Voiceovers' as DLC when they're already part of the English version?

Assuming that's what you were getting at?
I didn't code the game, so I dunno. But the game comes with EFIGS language support out of the box*, so I assume that it just doesn't have a dirty flag telling it that you've already got those installed.


*contains no actual box.

English content should be working without installing anything. If that's all you need, then you shouldn't have to do anything to start playing.
