Some more detailed info about your system (OS, system language, restricted / admin account) would help. Also game language as well. If you changed the language AFTER changing video settings, you need to launch VideoSetup again - game keeps config and saves in different folders depending on active game language.

Yeah, so looking at the process it appears that the game reads ini from EN save folder regardless of locale but VideoSetup uses separate folders.

Looks like one of my fixes done half-way >.> I wanted to avoid game spamming my documents with localised folders but forgot about video setup doing the same.
