I needed to get past a fingerprint scan door (to the power station), got a call that I needed a fingerprint.
Got the scan, went back (way point changed and everything), and it acted like I didn't have it.

UPDATE: Didn't realize I had to click on the fingerprint icon in 'tactical' mode.
