Actually, ghosts CAN move between levels from what I saw, you just don't see them transition :)

Charon121: They can? Hmm, I was basing my conclusion on the fact that I never encounter a ghost on the lower floor if the eye appears only on the upper floor. This requires further experimentation.
I actually watched them do this. There's one that leaves a trail on the walls and is accompanied by a sort of wet, squishy sound and I watched it in the zoomed out view move across one floor and then start moving across another :)
