Gundato: I think he is making the joke that Dredd is a cop, but acts nothing like one.
Look into the source material, 2000 AD makes Warhammer 40k look reasonable and nonviolent.
While I would like 40k to be more reasonable and less grimdark, I can imagine there being thousands of worlds like Dredd's Earth in the Imperium. Mostly because the 40k world is enormous (most of the galaxy) and pretty open for interpretation. ;)

Ralackk: Don't forget 40K inquistors that can have entire worlds destroyed even if they suspect the taint of evil.

If I remember correctly its not like that - there need to be a conclave or sth like that to annihilate planet. Extermiantus is not a gun but one of the final resorts.
