Yeah, I've also asked them about PayNova as it appears to no longer be an option. I also checked PayPal again yesterday at it seems they now offer the ability to select who's exchange rate you use (theirs or your credit card -- it defaults to PayPal's higher rate). An option I'm sure was never available in my region before.
So at least that's a temporary solution for me. I say temporary, because PayPal just can't be trusted here. It's not their fault, it's the stupid banking regulations the government keep pissing around with, and thus any useful feature of Paypal is likely to be removed without notice at any time.
