I dunno, have you played Tropico 4? I have yet to play 5 but it seems to add some weird and annoying stuff lol :D
Tropico 4 is brilliant though. And best played in spanish.

GOG Tropico versions have no Linux support, which is why is stays long in my wishlist. But if you are Windows, you sure should by it, at least versions 3 or 4 are rated very high by community. One of the best dictator simulators (beside SimCity, yes dat Bulldozer tool :) ).
