Ok so basically im pre downloading Cyberpunk right now but i have to use my internet for work, so i decided to limit the bandwidth, the problem is, ti seems glitched.

Without the limitations i get a download speed of 7.0 MB/s, i limited to 3.0 MB/s but if i do, it goes down to 1.0 MB/S, why is it so much lower than i specified? Anybody knows how to fix this?
