As a rule of thumb, if a game has at least a couple thousand votes, it's very likely that they've looked into it (especially if a few people on their team also fondly remember the game). But there are a lot of reasons why even an obviously popular game with thousands of votes might not appear here (rights-holders being uninterested, having unreasonable demands -- monetary or otherwise -- or simply being unable to be found is one type of potential issue; technical problems getting the software running reliably on modern systems is another).
All you can really do is vote, and hope. (And also hope that the site will remember your vote later.)
