I also experienced this. Was caught in a loop, screenshots attached. Waiting 20 minutes helped once. The other time I couldn't pay for a game through Paypal directly, I recharged my GOG Wallet (still using PayPal) and bought the game using that. Could have been coincidence or luck, but maybe it's worth a try for some of you. I also emailed support the first time I ran into this error(I hadn't made screenshots back then) and they explained that they would investigate this issue further, though it would appear to them like my bank prevented the transaction in the first place. There isn't anything in this sale for me that's a must have right now, so I don't really care anymore.
But good luck to whom is still invested this sale, regardless.
