Scratch that, found it. Old D&D is weird. Arbitrary level caps by race.

Somewhat justified by the racial modifiers and skills granted to the race. Whenever I played in old D&D pen & paper campaigns, our parties seldom had any characters past level 5 or 6 anyway, so it was rarely complained about.
