K so there's no bind options in this game. Right button confirms action and left button changes the context for interaction aaaaand fuck that.

Settings > Mouse options > Swap primary mouse buttons > back to Fallout aaaaand the buttons didn't switch.
Click around on desktop, the buttons certainly switched, let's switch them back cuz maybe I'm just retarded
Nope, the game just doesn't give a shit.

Open rebind program > swap mouse buttons > back to game aaaaand now both buttons are clicking right and left simoultaneously despite that not happening on the desktop. Fine. Set Q and E to be right and left click and set the physical mouse buttons to 9 and 0, I just want this game to cooperate with me at this point. Back to Fallout and THE MOUSE BUTTONS STILL FUNCTION AS MOUSE BUTTONS LOL

Can anyone suggest a solution or superior binding software?

Install Fallout 1 version of the SFall.
Open ddraw.ini which would reside in the same directory with falloutw.exe.
Navigate to the section [Input] and find there the option ReverseMouseButtons.
Set ReverseMouseButtons=1
Leave all the other setting at the default values.
Run the game.

May be some more tinkering with the setting would be required if you'll experience screen 'blackouts' after installation of the SFall. [Graphics]->Mode=4 in the same ddraw.ini usually solves the problem in this case.

If you're just trying to swop the left and right mouse buttons try X-Mouse Button Control.

It's generally a very useful application for controlling what mouse buttons do, especially in games.
