Whenever I try to enter the manhole leading to the underground vault in the Necropolis I get the error "The Instruction at 00485f51 referenced memory at 00000000 The memory could not be read from." I have tried renaming the ddraw and application name but this still happens.

Hello
Did you change DEP (data execution prevention) settings lately? Also did you try to set different compatibility mode on falloutw.exe file? If not try to set it to W95 or W98.
You can also check if in fallout.cfg file, in [system] section, you have set free_space to 0.
