So returning to the astral I get the message that I hear my mortals praying to me and have to which wish if any I want to fulfill. Options are:

Make me rich (-10 Energy)
Make me powerful (-15 Energy)
Punish my Enemies (-20 Energy)
Do nothing

Firstly is this a persistent Energy cost or a one time cost (I can't check because its immediately followed by a shard defense).

And also what are the consequences of the choices?

Permanent costs would look like -1/astral turn.
This event is more or less flavour one, gives small karma shift.
