Anyone would suggest the best-setting for my system im ok with fps20~30 but no below 20.
Radeon HD 6750m 1gb (not on PC, on laptop)
quad core i7-2820QM 2.3GHz
8GB ram

I know I have a overpowered core and a shitty GPU but can I expect run high on 1680x1050?

The Options pop-up from the launcher has an "Auto Detect Best Settings" button/utility.
Yeah I ve try that and it always suggest me fps above 50fps and I want to higher the graphic and i m ok with 20fps or above

The "Auto Detect Best Settings" sucks, dont trust it.
It sets my system as low, but with tweaking I run with Ultra except uber at 25-30fps at Foltsam.

There is no FPS setting.
If you have framerate issues I would suggest disable SSAO and Motion Blur first.
If you still need more fps, try disabling depth of field. there are both cinematic and ingame ones
I dont have frame rate issues, and I dont want to increase my frame rate, I just want to know what is the best my spec can do with the limit fps not below 20fps

best quality is if you select Ultra preset. then you disable the things I listed until your framerate reach the one you want.

Edit: oh and Ubersampling needs to be disabled. thats for Nasa computers

im no expert on vsync, but the fps we are talking about it shouldn't really matter if its on/off. not like the frame rate will reach 60 or 70 or whatever Hz on your monitor is

I went the other way: I disabled everything, then started enabling things.
Also, someone suggested to use the user.ini file to turn on Ubersampling to 1, and it worked pretty well on my system. I can see the difference on the graphics, but get no lag from it.
I heard ubersampling = 1 is the same as 0. but I cant confirm it
just remember, if you want the best shadows and textures you have to start with the Ultra preset, cause there are hidden settings that you loose if you start at low/medium

Blur effect is listed as a thing that is rarely used. I have no idea when. I think you can leave it on.

hell yeah i even turn my resolution into 1920x1200(my original screen resolution) ultra setting, with SSAO, motion blur, depth of field(both cinematic and in game) and ubersamping disabled. i don't have utilities to test fps but i think is far above 30fps
