First, I am no expert by any means so . . .
IMHO, this is not necessarily a font per se but rather a standard font that has been manipulated in Photoshop or some other program. It looks like the baseline is straight except for the I in Pizza, the IR in Bird and the IV in Delivers. Using a similar font I got a comic effect by making those particular letters one point larger and dropping them below the baseline by two points.
I'm not saying there is not a font like this . . just that making certain letters larger in a font set gives you a very unpredictable, random effect. This line of text appears to have been manipulated precisely to achieve the "look" that the artist wanted with two of the words having just the middle letters larger.
See the attached and notice the comic font Boink still maintains an even height / baseline . . end to end. The geometric font I manipulated give a similar effect, exaggerated I admit, as the text on the image you posted which leads me to believe someone manipulated a standard font to achieve the look they wanted. Maybe even rasterized the font and pulled the letters at random. I have occasionally typed each letter in a sentence on a separate layer and manipulated each letter to achieve some desired appearance which appears to be a single typed sentence.
