HMH7-ARTY-9B2A-NE77 - but used by me :)
The last hint was connected with old riddle (post number 1203 written by... NameGoo!) and this: 46 99 56 66 76 56 42 66 56 60 90 96 was a message "onetwothrees" written in Nihilist cipher. The key to this cipher was placed in this old riddle. I hope that NameGoo will explain this better.

Some asked me how I solved the fourth riddle, so I'll explain (while crying for not be able to solve the code for so much time, and got beated...)
The clues were:
1. Password hint: Cipher, #1203
2. 46 99 56 66 76 56 42 66 56 60 90 96
The first was obviously to a post, #1203, there NameGoo said he used nihilist cypher, and if you follow that link for the cypher, you can find the info needed about that cypher.
The coded message was in Caesar (ROT-13) and the decoded text is:
"R. Jock, TV quiz PhD, bags few lynx." within a square.
HERE IS THE KEY
If you count the letters in the message in quotation marks, they're 25, just the needed in nihilistic cypher in a 5x5 square, and using the letters like this:
- 12345
1 RJOCK
2 TVQUI
3 ZPHDB
4 AGSFE
5 WLYNX
and the key text "HERE IS THE KEY", has 12 letters, the same as the numbers in the riddle, so the key is: HEREISTHEKEY. If you translate the letters to the square in positions, they are (y,x): 3,3 - 4,5 - 1,1 - 4,5 - 2,5 - 4,3 - 2,1 - 3,3 - 4,5 - 1,5 - 4,5 - 5,3
Now everything put together to decode:
P.T ?? ?? ?? ?? ?? ?? ?? ?? ?? ?? ?? ??
KEY 33 45 11 45 25 43 21 33 45 15 45 53
C.T 46 99 56 66 76 56 42 66 56 60 90 96
We're missing P.T. (PT+KEY = CT), so to get PT we needed to subtract KEY from CT to get PT, like this:
P.T 13 54 45 21 51 13 21 33 11 45 45 43
And that, translated from the square to get the letters, gave us this text: "onetwothrees"
and used as a password in the pastebin web, gave us the final code (the one I couldn't figure it out... :P)
