It does look like like Oogie Boogie, but it is from a different game. I'll add some clues in a couple of hours if no one can guess it.

Still no correct answer. I know there are a Humongous amount of video games, but there has got to be some ninja here who has played this game. :)

It reminds me somewhat of a silhouette version for a really dark and gritty Pajama Sam or something.

Really though, it looks vaguely familiar, but I know I won't be able to figure out why until someone else has the answer.
