For serious gifters, one less slot won't matter in the long run, due to increased cap from previous gifts.
For casual gifters, one less slot won't matter, since they will rarely have multiple giveaways open.
For users who can't doublecheck the giveaway data, it teaches them to pay more attention :P

Don't worry about it, by the end of your giveaway spree you won't notice it.

The penalty on previously bundled games is a bit annoying too. A lot of these have only been in bundles once. A year or two ago. I mean, I get why, but the chances of them being abused in manners that are actually detrimental to SteamGifts are kinda low.

But that's just a nitpick. And because almost all of the games I can give away were previously bundled. >.>
