I'd love if you could see what a code contains, like on GOG, before you actually redeem it.

is there a way that you can put it into the gifts inventory first, even if you dont have it in your library?

My understanding is this: If you are doing Product Activation on steam, that means you're activating a product you own. It's giving you a digital backup of your current software, not you gifting to someone else an additiona license. I also believe the user agreement you have to agree upon states that you have full ownership of the game, though I coudl be wrong.

They also assume that if it's from another third party digital vendor (amazon.com, etc), then the recipient knows what it is, since those means have a delivery method to the recipients that state what the item is.

So, no, you cannot put it into your gift inventory. No, you cannot see what the item is first. And no, they probably won't change it ever.
