No, it's not. In fact, I don't think there's any tool online to decipher it easily. The hints above it are important. ;)

This code is for more than one game, so I figured I'd make it a little harder. If no one gets it within...a few hours (I need to sleep), I'll post more hints.

I just saw this puzzle. First step is easy and I even got some ideas what to do next, but the numbers just don't fit. ;-)
