I don't think it's been concretely said but I can't see them not counting - after all, this is marketing ;) Why limit the number of legitimate downloads they can claim?
How accurate that Javascript counter for downloads on mainpage is? Do you update the values it contains since it doesn't seem to fetch any data from db at all?
A big surprise to me is just how steady the rate has been. Any bet on the number that everyone's going to jump on to try and win? My bet... 6999200.
The last number directly from their database was 6996879. You can check from their web page source code. So yeah, they're actually updating it fairly frequently. I'd say every 300 downloads or so.
Hmm, the rate just jumped from 0.31 to 0.46...

The start point is grabbed on the fly from the actual database you can see this by loading it in 2 screens a few seconds apart

If currentvalue is less than 6million, increase it by one.
Else currentvalue is set to 6million.

Yep. My guess is they've increased the pace of database retrievals. They're still about 50 downloads behind or so.
Edit: By behind, I mean the counter has continued along an approximately correct rate in which it's reading is about 50 higher than the most recent initial number drawn from the database.
