I guess LA Confidential just isn't dystopian enough and Phoenix - Deep Space Resurrection isn't available either (I wonder what happened to that, actually as Team 17 seem to be flogging the rest of their back catalog for all its worth...)

Bioshock Infinite definitely goes full on Noire in the latest 'Burial At Sea' DLC:

Maybe Eye: Divine Cybermancy at a push - its definitely dystopian and you are an investigating agent and its similar to Deus Ex in many ways...
