Eventually yes. Which was surprising considering that most of Bethesda titles have not been available to us at one point or another. The current standing for Bethesda is as follows:
Bethesda pack: The product description as shown on the Japan store reads: Includes 3 items: Fallout 3: Game of the Year Edition, The Elder Scrolls III: Morrorwind Game of the Year Edition, The Elder Scrolls IV: Oblivion Game of the year Edition Deluxe. (Price: $69.99)
In reality, it contains: Fallout 3: Game of the Year Edition and The Elder Scrolls III: Morrowind Game of the Year Edition.
And the publisher catalog page still lists both of the Oblivion products, but neither can be purchased.
Fallout 3 (non GOTY) version is also no longer sold in our region. All of these games used to be available =/
So I expect if a FNV GOTY edition ever comes out, FNV will be removed. Seems we're not allowed to buy the cheaper alternatives anymore. But at least the pricing isn't as bad as that of Impulse (who want $80+ for some of those games!)
Anyhow, I digress as those aren't Steamworks titles. But if we were talking specifically of Steamworks titles, then the majority of them are not available for purchase directly from Steam. And some, when purchased retail (import) like MW2 and Mafia 2 have a hidden IP block on them which is not mentioned on the packaging anywhere =/.
