Overall Bioshock does indeed deserve to be here and Max Payne 1 - 2 SHOULD be here but i guess it's because of license and owner issues like Monolith's Nolf and whatever happened to Condemned not being here.

Borderlands, i dislike the series and consider it to be subpar at best but i know it's popular and many people like it therefore it should also be here but Gearbox only seem to put games they publish for here and not in house developed which is curious.

4 files must not mean 4 games. Could also mean 1 game, 3 DLCs or 2 games, each 1 DLC.

IF the missing XCOM-Games arrive, I would prosume, that they come as solo game and additional DLCs (like "Mafia 3"), maybe all DLCs combined into one.

As far as I know, there is already GOTY versions on both missing XCOM games out there. But yes, this is possible that they will be with separate DLC because XCOM2 complete pack is quite expensive.
