I pre-ordered a game that was supposed to come out on Tuesday (the 15th). Turns out it's been pushed back to the 29th. Anyhoo, I was wondering - what clock does Steam go by when releasing games? Is it wherever the Steam HQ is? If my time is different, can I play it at midnight?

I'm a little confused because there isn't really a universal standard. I remember pre-ordering a game on the 3DS, and when I played it at midnight it checked to see if the time was correct. The game confirmed that it was 12 am in my time zone, and I could play it then. Blizzard, on the other hand, operates releases on their time. And everyone has to adjust their schedules accordingly. It can be confusing sometimes, because I live in Toronto and the clock here is three hours ahead of Blizzard's time.

Not sure if it's Steam/Valve determined or publisher determined, but I seem to recall that Pillars of Eternity (as one example) unlocked at 9 AM in Obsidian's time zone (Pacific Time, as they're in California). I believe Valve is in the same time zone though, so that may not mean anything... But that at least demonstrates that it may not be midnight when the unlock occurs. I'd try tossing a message to the dev/publisher of said game and see if you can get a response from them.
