Quite a bit actually. It was released in 1996 & developed by SSI. It is a strategy game, that takes place between 1846-1905. One of the main draws of it was the fact that you could design your own scenarios, and also edit unit stats, and its name is:

I know this game so I don't feel awkward to post the answer... that's "The ancient art of war in the skies". The thing is you've posted the screenshot that actually contains the answer (middle top).
